Is my product in CBAM? CN code checker, today and the 2028 extension

Type a CN code and see whether it is in CBAM today, excluded, or in the Commission’s proposed extension from 2028. Both lists read on EUR-Lex.

A product is in CBAM according to its CN code. Today that means iron and steel of chapter 72 (except some ferro-alloys and scrap), headings 7301 to 7311, 7318 and 7326 of chapter 73, aluminium of headings 7601, 7603 to 7614 and 7616, plus cement, certain fertilisers, hydrogen and electricity. The Commission proposes adding about 180 downstream products with a high steel or aluminium content from 1 January 2028, such as nails, springs, wire ropes, household articles, metal furniture, machinery and parts of refrigerating equipment. Type your code and see.

What is in CBAM today

The list is Annex I of Regulation (EU) 2023/956, which applies in its definitive period from 1 January 2026. By sector:

  • Iron and steel. All of chapter 72, except ferro-silicon, ferro-silico-manganese, ferro-silico-chromium, ferro-molybdenum, ferro-tungsten, ferro-titanium, ferro-vanadium, ferro-niobium and the other ferro-alloys of 7202 99, and except scrap (7204). Plus agglomerated iron ore (2601 12 00) and, in chapter 73: sheet piling (7301), railway material (7302), tubes and hollow profiles (7303 to 7306), tube fittings (7307), structures (7308), reservoirs and containers (7309 to 7311), fasteners (7318) and other articles of iron or steel (7326).
  • Aluminium. Unwrought (7601) and 7603 to 7614: powders, bars and profiles, wire, plates, foil, tubes and fittings, structures, reservoirs, containers, gas containers and stranded wire; plus other articles of aluminium (7616).
  • Cement, fertilisers, hydrogen and electricity. Clinker and the cements of 2523, certain calcined kaolinic clays, nitric acid, ammonia, potassium nitrate, nitrogenous and compound fertilisers (except phosphorus-and-potassium only), hydrogen and electrical energy.

Your code being in does not mean you pay: an importer is exempt while it stays at or below 50 net tonnes a year, all codes together. The 50-tonne threshold guide explains it.

What is not in, yet

In chapter 73, among others, stranded wire and ropes (7312), netting and fencing (7314), chains (7315), nails (7317), springs (7320), stoves and radiators (7321 and 7322), household articles (7323) and cast articles (7325) are out today. In aluminium, scrap (7602) and household articles (7615). Copper is not a CBAM sector: copper tube, brass valves (8481) or complete air-conditioning units are not in today.

The extension proposed from 2028

On 17 December 2025 the Commission proposed extending CBAM to downstream goods (COM(2025) 989). Its annex adds 7 iron and steel lines (ropes, welded fencing, springs, household and cast articles) and a new table of “combined metal products” with 107 lines: nails, furniture fittings, diesel engines, pumps, burners, fridge-freezers, parts of refrigerating equipment and heat pumps, cranes, conveyors, industrial robots, washing machines, transformers, electric cables, goods vehicles, bodies, wheels, metal furniture and prefabricated buildings, among others. Many lines carry “ex”: they count only if the product contains steel or aluminium.

  • Proposed start: 1 January 2028.
  • The Council adopted its position on 12 June 2026, widening the Commission’s list to about 200 products (Commission, EPRS).
  • Parliament voted its own on 15 September 2026 (press release); its committee report reaches 457 products (EPRS) and, according to Mayer Brown, lowers the aluminium threshold from 50 to 5 tonnes.
  • The trilogue: the first was scheduled for 20 October 2026 and the second for 30 November, aiming for an agreement before the end of the year (Mayer Brown).

The checker uses the Commission’s list, the only one published code by code on EUR-Lex. If your code is not on it, it may be on the Council’s or Parliament’s: the final list comes out of the trilogue.

Where to find your CN code

  • On your import declaration: the goods item carries the 8-digit Combined Nomenclature code, or 10 digits with TARIC.
  • On your Chinese supplier’s invoice or packing list you usually find China’s HS code. The first six digits match the EU ones; the rest not always.
  • If in doubt, ask your customs representative: the classification decides whether it is in and what it pays.

If your code is in

See what each tonne costs at the default value in the CBAM cost per tonne guide, how much cash it ties up every quarter from 2027 in the quarterly holding guide, and what a verified factory would save you in the savings calculator. Send us your CN codes with your Chinese suppliers and we tell you, at no fee, which are in today, which are on the 2028 lists and which can have a verified figure for 2026 (CBAM at HeavyDeals). What to ask each supplier, with the letter in English and Chinese, is in the Chinese supplier letter guide.

Frequently asked questions

Which steel products are in CBAM today?

All of chapter 72 except some ferro-alloys and scrap (7204), plus agglomerated iron ore (2601 12 00) and, in chapter 73, headings 7301 to 7311, 7318 (screws, bolts, nuts, washers) and 7326 (other articles of iron or steel). Annex I of Regulation (EU) 2023/956.

Are nails, springs, wire ropes or household articles in CBAM?

Not today. Nails (7317), springs (7320), stranded wire and ropes (7312 10) and household articles (7323) are outside the current Annex I. Several of them are in the Commission’s proposal to extend CBAM to downstream products from 1 January 2028, which is still being negotiated.

When would the downstream extension apply?

The Commission proposed it on 17 December 2025 (COM(2025) 989) with a proposed start on 1 January 2028. The Council adopted its position on 12 June 2026 and Parliament on 15 September 2026; the trilogue was scheduled to start in October 2026. Until it is adopted, it is a proposal.

What does “ex” before a CN code mean?

That only part of the goods under that code is covered. In the Commission’s proposal, most “ex” lines cover only the goods of that code that contain steel or aluminium.
